BUDGET 2009 is very much a ‘People’s Budget’, made obvious by the theme of ‘A Caring Government’ and two of the three strategic thrusts – ‘Ensuring the Well Being of Malaysians’ and ‘Developing Quality Human Capital’. The other thrust is ‘Strengthening the Nation’s Resilience’.
